Conditional state feed (ETag) for one address on any EVM chain Arbiter serves, over Arbiter's chain-native observation plans: ACCOUNT, CONTRACT_CODE, CONTRACT_CONTROL or TOKEN_METADATA. Send the etag from your last response: the answer is NOT_MODIFIED, or MODIFIED with only the changed sections (before/after), from a fresh two-provider quorum read; without an etag you get every section and a new etag.
