Freshness and evidence promise

Records are derived from public evidence Arbiter already holds admissibly. Rows carry provenance; nothing is returned that the evidence does not support. The request names its network explicitly; a wrong-network call fails closed.

Every inbound route resolves to the canonical x402 Revenue Collection Wallet; the address is advertised by the canonical surface, never copied onto this page.
